Need help identifying / fighting this algae....

Hi all, I have been battling this green algae for the past 2-3 weeks. It looks to be green hair algae, but is able to be blown off the rocks and sandbed. I have re-installed the filter sock and change it out every other day. Could it be cyano? All of the parameters "look" ok. But I know that the algae can be consuming the excess nutrients.

I have also added a second mini reactor for GFO only and the first one is now GAC only.
I have performed about 3 15g water changes in the last month....but this algae keeps coming back.
I also added another ball of cheato to the sump on Friday to help remove any excess nutrients in the tank
I have attached some pictures to help identify what type of algae it is and provide next steps to eradicate it.

CUC consists of 3 nassarius, 1 turbo, 5 trochus and 4 hermits

Check your water source, last time I had this, turns out I forgot to change my rodi media filters. And after the new media change, it went away for me.

I have been getting RODI from Neptune's.....and then mixing with Fritz salt at home. Last time I checked their RODI it was 1.
 
Did another 10g water change today and used a brush to knock off some of the green algae while sucking it up and also changed out the filter sock.
