Is it possible to build a metal halide? In SF

you need a ballast, and a socket, and a reflector doesn't help, but yeah you can easily built it. Bulbs don't hurt either.

Although I don't quite understand your question, why does it matter if it's in SF or not?
 
I realize you're young and may not have a credit card, but to give you an idea of what's out there go to someplace like hellolights.com and click on their retrofit kits then metal halide, and you can get an idea of what parts go into a halide system when there's no fancy pendant that it's crammed into.
