Jebao DC-6000 Pump Repair

Has anyone here repaired a DC return pump? One of mine seized up and I ordered a replacement rotor for it. The rotor arrived today, but the pump does not spin. The power supply brick is putting out a solid 24V, the controller lights up normally. What's the mostly likely failure at this point?

Maybe some calcium build up on the shaft itself and or the magnet/impeller

Not sure what a rotor is? You mean impeller?
