Repainting a stand/canopy. What type of paint? Primer?

Hi guys, I bought a used DIY stand and canopy. It's painted black ... but not very well, it's kind of streaky. I don't know if latex or oil based paint was used (How do you tell?)

How important is it to use the same type of paint? IE; if original was oil, do I have to use oil? If original was latex, do I have to use latex?

Should I sand it a bit and slap on some primer?

What paint will not get screwed up in a stand/canopy environment?

The stand needs some work, it was put together with nails and glue ... but probably not water-resistant glue! One side panel just came right off as we were moving it!

What a happy coincidence, I just got a new cabinet that is white and I want to paint it black, I was planning on sanding it down, throwing on some primer and painting it black. I plan on placing it near my tank so I can put all my cables in it :)
 
I think using a heath gun will remove latex paint with ease, sanding will be required in order for the paint to stick to the surface and not peel.
