I wanna start QT and putting frags in my 30 gallon that's sitting bare right now. I have 4x24 watt T5's that I can use for lighting. As far as my filtration goes will a HOB filter work or do I need a skimmer?

for a frag/QT tank I would just get a rio HOB skimmer/filter, they are around $45 and work well for small tanks with light bio load.
