Thoughts on tank build

center overflow? side? My first thought is access near the middle, but at 17" that may not be a huge problem

So basic thoughts is you're building a shallow lagoon? :)
 
I would increase depth a bit. With 17" only you will run out of space for aquascaping and you will end up creating dead spots or rocks against the back of the tank. 24" from to back would go a long way.

Oh and if you are custom building it, and can swallow the extra cost, use starfire glass, at least on the front. Crystal clear view..

Luckily I can get the glass fairly cheap . Here is a sump I'm working on for a buddy

I hated the idea of euro-bracing and was sure I'd never have one until I got a deal on my current tank that is braced. Frankly, it has some significant advantages over a rimless tank, and isn't difficult to work with as I feared. The only downside I've found was in setting up my particular lights.
