Ahh I think I see what your saying. You would have it alarm if draw was 5-30w when ON but not otherwise. But it works the opposite- it would alarm if the outlet was <5 or >30 in your example, which would alarm every time the heater turns on.
You could manually program to alarm when 5-30w when outlet is ON, but then it would alarm when Apex outlet ON, InkBird outlet OFF (assuming InkBird draws <5w as in your example), which would happen a lot. Unless I’m getting confused
