Pico Lighting

The question you should really ask yourself is would it work for you? It really depends on what you're trying to get out of your lights. If you just want to have lights and aren't worrying about coral growth, it may or may not be fine depending on the corals you're planning on having or already have.
 
I'm looking for a cheap but effective LED for my new 4 gallon pico. Would this work? I know that many of the colors will not be useful for coral growth, but this is the easiest and cheapest 10w LED I can find that gives me the choice of turning on both white and blue lighting.

My opinion : No.
You can make R+G+B look like most colors to the human eye, like a TV screen.
It is very different matter concerning PAR for corals and algae.
If budget is an issue, I think you are better off buying a used LED setup meant for reefs.
