Toadstool coral never seems to open up. 2 years in same tank

Hello Everyone. I have taken over my daughters tank since she is off to college and the Toadstool coral has never really opened up. It has been in the same spot for over 2 years. Other corals seem to do fine.
Nitrates 7, Phos 0.05, Alk 9.2dkh, Calcium 470, Mag 1320, Ph 8.12, Temp 77-79F, Salinity 1.025-26, Par 80.
If you have an advice let me know. I was thinking of moving it to a new coral only tank I have for quarantine and propagation. How would I move this coral? Can I cut it an the bottom or do I have to cut the rock? How do I re-attach it?
Thank you in advance.
Richard

What type of letter is that? Hard to see unless you could get a better picture. Judging by the size of the zoas, it looks tiny.

I have a few leathers that grow sps slow, but most grow much faster and visible growth from week to week.

Leathers some like more than 80 par. I have some at 60, and others even up to 300+.

Looking at your po4, seems ideal for a mix reef, but I've found leaters nd zoas typically like slightly dirter tanks higher po4 that is.
(Definitely not saying to intentionally raise it)

I would first consider giving it higher par and see if it responds.

You can cut it off the rock, eaiser way if you can remove the rock, is to break away rock immediately under the Leather and just glue that to a larger frag plug (I tend to use larger frag disk for my bigger Leathers or a few stacked and glued to weigh them done and not have them glued to my actually rock structure so they are easier to frag and move.) The standard frag plug can always be glued to a larger plug or disk Later if desired.

Hammer and chisel or flat head screw driver and you could likely chip away the rock just under it.
